As an advocate, practiced civil litigation in federal district and appellate courts for over 15 years, defending officers and agencies of the federal government. Experience as a practicing attorney included employment, civil rights, immigration, housing discrimination, personal injury, medical malpractice, land use and environment, Medicare and Social Security, Freedom of Information Act, and numerous administrative and constitutional issues.

As a neutral investigator, investigated employment discrimination complaints brought against a number of federal agencies including National Geospatial-Intelligence, Health and Human Services, Forest Service, U.S. Geological Service, and others.

As a neutral hearing officer, currently review complaints by Los Angeles County employees against any of the 39 County Departments, collaborate with co-panelists and conduct interactive briefings with Department representatives and recommend discipline, training, and provide risk assessment. Previously contracted with Los Angeles Airport to review complaints against Ground Transportation (taxis), issue discipline, require training, and driver counseling per the Los Angeles Transportation Code.
In addition to mediation panels and contracts noted in the Work History section, served on U.S. District Court ADR Panel (2007-2015), Orange County Superior Court (2008-2013), Los Angeles Superior Court (2006-2012), Second District Court of Appeals (2007-2012), Equal Employment Opportunity Commission (2006-2008).
Broad experience concerning employment, including discrimination and harassment, the Americans with Disabilities Act (ADA), unions and labor. As a panelist with the State of California, mediate disputes brought by parents of special needs students against school districts under the Individuals with Disabilities Education Act (IDEA). Mediated numerous disputes involving claims against law enforcement agencies of excessive force, personal injury, probate, and real property.
Primarily a facilitative style with access to both evaluative and transformative, depending on the situation and on the parties’ needs. Focus on helping a party identify the issue underlying their claim or defense and reframe as appropriate. Guide the parties towards reasonable certainty, emphasizing their control over settlement process and outcome. Very good in high-emotion matters, and finding what is of value to whom. Significant multi-cultural expertise.
